Fields of Practice

CMLPSK  licences Medical Laboratory Technologists (MLTs) in the fields of practice defined in the CMLPSK (SSMLT) Regulatory bylaws (s.2):

NOTE: A registration category in a single field or a group of fields may impact your employment opportunities.  The employer  determines what registration category is required for each position in their workplace.

The CMLPSK registration will be listed on each licence and public roster will list the applicable registration category.

CAMLPR is a third party provider, therefore, any questions related to the PLA process should be submitted directly to CAMLPR.

Licence Requirements

Any person working as an MLT in Saskatchewan must have a current valid licence with the CMLPSK.

The CMLPSK’s licence year is December 1 to November 30.

It is the registrant’s responsibility to ensure they renew their licence each year prior to expiration.

Practicing Application

This Application Process Applies to:

Labour Mobility – Applicants registered and working as a MLT in another regulated Canadian jurisdiction; or

New Applicants – Applicants working as a MLT in a non-regulated Canadian jurisdiction that meet all registration requirements (documents must be reviewed by CMPLSK prior to applying); or

Prior Learning Assessment (PLA) Applicants – Applicant that are Internationally Educated MLTs, non-traditionally educated (e.g., BSc, MSc, PhD), or New graduates that completed their education over 24 months ago and have not challenged the approved entry to practice examination(s). New Graduate – A graduate from a CMLPSK approved Canadian MLT education program within the previous 24 months and have not yet worked as an MLT.

Terms or Conditions:

Terms and conditions may be applied to registration as per legislation.

Application Processing time:

The Saskatchewan Labour Mobility and Fair Registration Act and Regulations outlines the requirements for application decisions, responses and reasons.

Generally, CMLPSK is able to complete the registration decision within 10 business days, however, CMLPSK must make registration decisions as outlined in the regulations.

  • New applicants – Regulations s. 7(1)  states CMLPSK must complete the registration decision within 20 business days after receiving all necessary information.
  • New applicants (Internationally trained): Regulations s. 7(2) states CMLPSK must complete the registration decision within 50 business days after receiving all necessary information.

This licence category can be issued for a maximum of 18 months, must include supervision and may have any other terms and conditions associated.

This Application Process Applies to:

New Graduate – A graduate from a Canadian accredited MLT program within the previous 24 months; or

Prior Learning Assessment (PLA) Applicants – Applicant that are Internationally Educated MLTs, non-traditionally educated (e.g., BSc, MSc, PhD), or New graduates that completed their education over 24 months ago and have not challenged the approved entry to practice examination(s). See CAMLPR website for PLA process details; or

Re-Entry to Practice – An applicant that has successfully written the approved Canadian entry to practice examination(s) but does not have the necessary Practice Hours to be eligible for a Practicing Licence.

NOTE: These applicants fall under the CMLPSK Policy for Re-Entry to Practice

Terms or Conditions:

Supervision – This licence category must be supervised by an MLT(s) licenced by CMLPSK until they are issued a Practicing licence.

The supervision form must be signed by the applicant and the employer.

Provisional licences are issued for a limited time, with the expiration date noted on the licence and the public register.

Additional terms and conditions may be applied to registration as per legislation.

NOTE: A provisional practicing registrant who is unsuccessful on 2 attempts of the entry to practice examination(s), will have their licence cancelled. Notification will be sent to the registrant and the employer informing them they are no longer eligible to work as a MLT in SK.

When a public health emergency is declared by the ministry of Health, the executive director may register and issue a licence to practice during the emergency only. This licence category is to be issued to a person who has been licenced to practice as a medical laboratory technologist in Canada. This licence category may include any terms and conditions that the executive director considers appropriate.

Internationally Educated Registration Information

Where to Start

Immigration to Canada and Registration with the CMLPSK are two separate processes. It is essential that you work on both the immigration and the registration processes.

Medical Laboratory Technologist – National Occupation Classification (NOC) 32120 (formerly 3211)

Important: The immigration process can take a long time. If you are approved to immigrate to Saskatchewan, you must still be accepted and qualified to work as a Medical Laboratory Technologist. Conversely, you may be qualified to work as a Medical Laboratory Technologist in Saskatchewan but may not be eligible to immigrate.

Important Dates:

The CDR process is generally required by persons that are outside Canada and are seeking to immigrate under the Saskatchewan Immigrant Nominee Program (SINP). Registration with the CMLPSK occurs following your arrival in Canada. For persons seeking verification of initial licence eligibility for the SINP, you must complete the following two (2) steps:

  1. Complete an approved Prior Learning Assessment (PLA) see: CAMLPR website for details;
    • If you already have successfully completed the CSMLS PLA or examination, contact CMLPSK for direction;
  2. Be deemed eligible to write the Canadian entry to practice examination(s)

If you have successfully completed these two (2) steps, you may be eligible for a Credential Document Review (CDR) Letter for SINP. Review the document checklist below and if you are eligible, complete the application form.

Important Dates:

Registration with CMLPSK occurs following authorization to work in Canada and your arrival to Canada.  

In addition to the immigration process, Internationally Educated Medical Laboratory Technologists must complete the following to be eligible to apply for a Practicing or Provisional Practicing licence with CMLPSK:

Provisional Licence Applicants: must meet all requirements for a Provisional Application.

  • This licence category may be issued for a maximum of 18 months, and may have additional terms or conditions.
  • This licence category requires the applicant to work under supervision.
    • Supervision Form – The applicant must submit a supervision form signed by themselves and their  employer.

Prior to completing any application form, all Internationally Educated MLTs must email the CMLPSK office at contactus@cmlpsk.ca to determine eligibility and receive guidance.

Non-Practicing or Retired Membership

Benefits of a Non-Practicing Membership

This membership is available to registrants that are practicing and in good standing with the CMLPSK at the time they apply to become non-practicing. These registrants are entitled to attend all CMLPSK meetings, use the title of non-practicing medical laboratory technologist, and to receive all CMLPSK publications.

Renewal

Prior to renewal, each registrant should make sure they have the following

  • Your username and password
  • Check to ensure that all of your Continuing Professional Education and Practice Hours have been logged.
    • Please note that CPE and Practice Hours are approved on a weekly basis and more often during renewal season. Your CPE and Practice hours will not contribute to your yearly totals until they have been approved.

October 1 – Renewal opens.

November 30 – Last day to renew for the licence year.

NOTE: Your licence expires at midnight, and you will not be permitted to work as an MLT or use the MLT title in Saskatchewan. The most recent employer will be notified of non-renewal.

December 1 – Your licence has expired, and late fees will be automatically added. See the Fee Structure tab for more details.

February 1 – Your registration is cancelled, and your name is removed from the register. To re-register after this date, additional requirements include, but are not limited to, a $150 reinstatement fee and a Police Check.

Continuing Professional Education

Registrants of the CMLPSK are required to submit a minimum of 30 hours of Continuing Professional Education (CPE) within the previous 5 years to be eligible for licence renewal. At least 15 hours must be from Category 1. Evidence of attendance or completion is required. The remaining 15 hours of CPE can either be from Category 1 or from Category 2.

Each year, on behalf of the Professional Practices Committee, CMLPSK conducts a registration compliance audit, where up to 20% of the practicing registrants must validate their Category 1 CPE entries and Practice Hours.

The CMLPSK office reviews and approves CPE submissions weekly during the licence year and more frequently during renewal season.

Registrants of the CMLPSK are required to submit a minimum of 1200 validated hours of practice within a Medical Laboratory Technology field within the previous 5 years to be eligible for licence renewal.

Standards of Practice outline the level of quality and safety expected for proessional services provided to the public by regulated members. The standards of practice document explains the responsibilities of Medical Laboratory Technologists (MLTs) to the public and other stakeholders in a meaningful and understandable manner.

Standards of practice reflect the expectations of competent practice by CMLPSK registrants. They define the levels of performance against which actual professional practice can be compared.
